in recent years, energy saving and emission reduction have been vigorously implemented, many small coal-fired boilers have been eliminated, and heating enterprises need to take over the heating areas they originally assumed. most of the inherited districts are old districts, and the heat enterprises are responsible for the transformation of the pipeline network. the construction fees are impossible to collect, which brings a heavy burden to the heating enterprises. in principle, real estate developers are responsible for the construction of secondary heating pipeline network in each residential area, but in the process of construction, some developers in order to maximize profits, have reduced the cost to the greatest extent, thereby reducing the quality of the project. the pipeline network constructed by the developer is not tightly closed by valves, the joints of the pipeline network are not insulated, and the welding quality is not qualified, so the heating enterprises need to invest again in the transformation of the insulation pipeline network.
more than a decade ago, experts from the ministry of national construction studied the cost and profit point of heating. at that time, they believed that heating enterprises entering the market should give certain profit margin, so as to be conducive to its sustainable development. heating industry is a public welfare industry and a people's livelihood project. it can not be pushed to the market without being ignored. costs have not been recovered, and they are facing such and such financial burdens. how can heating enterprises develop power? so when we study this industry, we should hold the attitude of scientific development, rationally study industrial policies, scientifically and reasonably determine the heat price, and give enterprises a certain profit space, so that the heating industry can have stamina, sustainable development and ensure people's livelihood.
at present, the heating mode of many heating enterprises is still extensive. if the heating standard is raised again, it will inevitably result in energy waste. therefore, if we want to raise the temperature, we must first realize intelligent heating, that is to say, to achieve the precise control of heating temperature. if the precise control can not be achieved, the temperature will increase, there will be more housing. opening windows for winter is a huge waste of energy. there is also a person in charge of a thermal enterprise said that under the current pipe network conditions, the rise of temperature will certainly cause serious phenomenon of leakage or even burst of insulation pipeline due to the insufficient carrying capacity of the pipe network.
most regrettably, the development history of central heating in china has been more than 30 years, but there are still no national laws and regulations on heating management. in the national industry standard "energy-saving design standard for residential buildings in cold and cold areas", apart from the explicit stipulation that "the calculating temperature of heating room in winter should be 18 c", it also requires that "residential buildings in cold and cold areas must adopt energy-saving design. on the premise of guaranteeing the quality of indoor thermal environment, building thermal and heating design should include: heating energy consumption should be controlled within the prescribed range.
